Allen E. Fulmer, Jr.

April 13, 1954 - October 19, 2023

Columbia, South Carolina - Allan E. Fulmer, Jr. (Bubba) passed away October 19, 2023 after a brief illness. He was born on April 13, 1954 in Columbia to Allan E. Fulmer (Sr.) and Kathryn Fetner Fulmer. He was preceded in death by his mother, father, twin brother Henry Wayne Fulmer and sister Kathy Fulmer Helms (Craig).

Services will be held at 1 PM October 24, 2023, in Boyce Chapel at First Baptist Church, Columbia, SC. Following the service, the family will greet visitors. A graveside service will follow in Elmwood Cemetery and Gardens. Shives Funeral Home, Trenholm Road Chapel, is coordinating the funeral services for the family. The family will also receive friends at the residence from 5 to 7 PM on October 23, 2023.

Mr. Fulmer was born in Columbia. He accepted Jesus Christ as his personal Savior at a very young age and being a Christian was always the cornerstone of his daily living. Until his illness he was an active member at First Baptist Church Columbia where he served on the Deaconate and taught both Middle School and Adult Sunday School classes. He graduated from A.C. Flora High School and graduated from Furman University. He received his Juris Doctorate from the University of South Carolina School of Law. Following his admission to the S.C. Bar on November 8, 1979, he joined his father, Allan E. Fulmer, Sr. and was later joined by his nephew Anders Bennett Evers, in the Fulmer Law Firm where they specialized in Trusts & Estate Planning, Probate, Wills, Real Estate & Litigation.

He was also admitted to the U.S. Court of Military Appeals, United States District Court for South Carolina, and the Fourth Circuit Court of Appeals. Mr. Fulmer held the position of President of the Real Estate Section, Richland County Bar in 1984/1985. In addition, he served on the Ethics Advisory Committee of the South Carolina Bar in 1986. He was a member of the Military Law Section and the Probate & Estate Planning Section of the South Carolina Bar and served at the pleasure of the Treasurer of Richland County on the Nulla Bona Committee for Richland County. He is a past liaison for the Richland County Bar to the Richland County Probate Court and the Register of Deeds Office and served on the Legislative Clearing House Committee of the Probate Section of the South Carolina Bar. He served by appointment of the South Carolina Supreme Court to the Commission on Continuing Legal Education and Specialization.

In addition to private practice of 40 plus years, Mr. Fulmer retired as a Lieutenant Colonel with the 12th Legal Operations Detachment an Army Reserve legal unit, formally known as the 12th LSO (Legal Support Organization) and 12th JAG".

When not practicing law, Allan loved participating in the Salkehatchie Mission Projects, the Music Ministry at First Baptist Church Columbia and Town Theatre where he participated in countless musicals, plays, pageants and concerts. Mr. Fulmer served on the Board of The Columbia Stage Society [Town Theatre] in Columbia.

He was blessed with an abundant sense of humor, beautiful voice, irrefutable reputation and caring heart.

Surviving are his wife of almost 44 years, Julie Wolfe Fulmer; sister Beth Fulmer Evers (Tom); nieces and nephews: Winston Helms (Leigh), Marcie Helms Wilson (Victor), Katie Helms Williamson (Chris), A. Bennett Evers (Mary Kendrick) and Thomas Butler Evers; great-nieces and nephews: Katie Claire Helms, Jake Allan Helms, Bryce Williamson, Winnie Williamson, Virginia Bennett Evers, Anne Lawrence Evers, and Anders Hill Evers.

In lieu of flowers, memorials may be made to Alzheimer's Association South Carolina Chapter, Town Theatre Columbia or First Baptist Church Columbia.

I am so sorry to hear of the passing of Allen. I worked for him at the law firm for a year and he is one of the best bosses I have ever had. He has a caring and kind disposition, patient and understanding, and always provided guidance to get the job done right. Allen was a great man, I send my deepest condolences to the family.
